Canada is about to, but hasn't passed the law yet (although individual provinces have). The Canadian legal process includes a step I wish we had here. The Supreme Court (or whatever they call it up there) reviews the constitutionality of a law before it goes into effect. That way parliament can't pass laws they know damn well are unconstitutional just to score political points.
