I kinda thought so. It does surprise me however that the Irish still manage to drink the Eastern Europeans under the table.

Interestingly, and according to This report from the WHO (http://whqlibdoc.who.int/publications/2004/9241562722_(425KB).pdf) Uganda, of all places, had the highest alcohol consumption per capita 2004 ahead of Luxembourg and the Czech republic.

ETA: Also, as far as Eastern Europe goes, according to the same report, a lot of alcohol consumption in those countries is unrecorded: home production, imported and cross-border shopping, smuggled, surrogate alcohol etc.
