Arresting women for exposing their breasts is very important, and it should be done dilligently by all police agencies available. This is the only way that we can maintain the present state of hyper-sensitivity to nudity. Our nations breast fetish is an essential component of market operations. Only by maintaining a strong prohibition against any and all forms of nudity can these things (breasts, among others) retain the fascinating powers which have held some in awe since adolescance. More importantly, unless women are unfree to bare their body parts in public, there is no way that hollywood can exploit the teen market with T&A movies. More importantly, ad makers around the country, hell the world, might have to actually pitch the merits of a product for a change rather than simply show a little cleavage. My God! How will beer makers sell their product without the promise of sex!?! How will car shows function if scantily clad women are not a mystery, something you've heard of but never seen, for at least a portion of your life. What in the hell will keep the porn industry alive? Can you imagine? "Naked women? Nah, I've seen those before." Just think of all the dollars that won't be spent! Women's bodies must be witheld from the public if anyone is to make money selling images of those bodies back to that very same public. By all means, we must arrest naked women! Only by this means may we use naked women to sell stuff.

I'm not sure, but I think Oregon may have laws that make it hard to arrest women for going topless. This has mainly helped strip clubs stay in business, most women I know who have gone topless get told by police to put a shirt on as they are causing a disturbance.
