Literally. As in, making swimming pools out of New York City dumpsters (http://www.readymade.com/blogs/readymade/2009/07/07/dumpster-diving/).

Jocko [Weyland, the skater and author of "The Answer is Never: A Skateboarder’s History of the World,"] wrote me back with a brief synopsis: “We heard about dumpster pools—one was done by Curtis Crowe of the band Pylon in Athens, Georgia a few years ago, and others have done it, but usually smaller—and decided we wanted to do it this summer in Brooklyn as a test site/prototype. We (David Belt, Alix Feinkind, and myself, who are Macro-Sea) heard about it in late February. In late May we found the location, and from the time we got the dumpsters to the opening on July 4th was 12 days.

We would like to do them in the parking lots of the strip malls and show people that with not too much expense you can creatively reuse what is basically considered urban detritus and make something really cool and fun and also fairly easy to put together."

One would definitely fit in mine, but actually getting it into the yard would require a helicopter because there's no way to squeezle it between the houses on either side.

I'm thinking that those black plastic pipes are part of the filtering system. In one of the linked pics you can see water coming out of one of them.

The dumpster pools are coming to Park Avenue (http://www.nytimes.com/2010/07/16/nyregion/16pool.html?_r=1&ref=nyregion).

For the first three Saturdays in August, the Bloomberg administration will open three Dumpster pools on the east side of Park Avenue between 40th and 41st Streets.

With Grand Central Terminal and the MetLife Building serving as a backdrop, the pools will be above ground, encircled by a five-foot-wide metal deck with a nonstick rubber surface, and accompanied by several changing-room cabanas, portable showers and portable toilets.

The pools, which will be open 7 a.m. to 1 p.m., are part of the city’s Summer Streets initiative, now entering its third year, which closes off long stretches of Park Avenue and other streets to cars and trucks.

During the week when Park Avenue will become and avenue again, the decks will drop to the sides like a table leaf, the pools will be covered and moved to the curb. It's like a portable weekend boardwalk in the middle of New York City.

They're not just troughs; they have filtering systems. So yeah, they're public urinals, but no more so than any other public pool.

What about those pools with the chemical that turns colors when people take a piss? Not that I've ever encountered one irl, mind you, but my cousin's friend's sister-in-law assures me they exist.

I want a damn pool that ejects the pisser (at high velocity mind you) as soon as they so much as think of releasing that bladder of theirs.
