Actually, it's "Give a man a fire......[etc.]", and the quote can be safely attributed to Terry Pratchett through one of his characters in one of his novels. He might have used an earlier version, but he definitely uses it.

Give a man a fire and he's warm for a day, but set fire to him and he's warm for the rest of his life.

Maybe someone has a copy of Jingo and can confirm.
