It's multiple choice, Fence, so the percentages don't really work in the traditional sense.
Each percentage you see is the total number of votes received by a particular smilie divided by the total number of voters.

Since all voters can vote for as many smilies as they want. Votes shouldn't get split like that. If you like them both you can vote for them both. I just voted for the lamp post one, it is far superior.

I think the smiliedome is strictly for smiley creation and not smiley appreciation.

I tend to think of the Smiliedome as the smilie centered forum for all smiliem related topics. One of the admins would be of great assistance by adding imput on this important topic.

Y'know... It just occurred to me that we don't really have a decent lightning smilie, do we? (Correct me if I err, please.)
I think a Zeus smilie, with flowing white beard, tossing thunderbolts would be cool. What'd really be cool is to have a smiley with sound. Thunder.

Which is odd considering that someone nominated it and someone else seconded it.
I think it's a nice looking smilie, but my preference is to avoid sunlight whenever possible. That made it difficult to vote for the solar emoticon.
