While searching for pithy Chinese proverb, I came across a few relevant ones here (http://www.success.org/Peace/Proverbs/):

2. A military operation involves deception. Even though you are competent, appear to be be incompetent. Though effective, appear to be ineffective.

My favourite part of the Tao is section 11 (Stephen Mitchell trans.);

Thirty spokes converge on a hub
bit it's the emptiness
that makes a wheel work
pots are fashioned from clay
but it's the hollow that makes a pot work
windows and doors are carved for a house
but it's the spaces that make the house work
existence makes something useful
but nonexistence makes it work

Funnily enough, I have this marked with a Dr Karl article about evolution/the Myth of the "Missing Link". Hee hee.
