Can someone explain this to me? Doesn't it just mean that the Bush administration was hellbent on invading Iraq, no matter what, whether 9/11 occurred or not? And, consequently, doesn't that mean that any extraneous justification it offers is just completely bogus?

I figure it's just a way of spreading around new talking points to the various Republican operative out there spinning madly. They've probably been begging for new material since the first presidential debate. I doubt they give a rat's ass about being convincing; the aim is to generate a freshly(half)-baked excuse when the old ones are so stale even they can't stand them anymore.
