Senate Panel Approves Bill To Cut All Aid To Palestine

Given the scope of Israel’s detentions, that would effectively bar the PA from providing any aid at all to the population, as virtually everyone has a family member under detention on some pretext or another.

So. There is no way the PA would survive the cutting of that aid for more than 5 minutes. There is probably also no way for them to survive the US cuts, unless somebody else steps in. And if the PA were to collapse, the Israelis will NOT be happy, because they would have to do all their own policing and take over Palestinian services as well.
