Weird how they forgot President, US Senate Leader US Chief Justice and Minnesota Senate leader - all of whom also affect law and governance in Minneapolis. And the fact that the Democrats haven't had a trifecta in Minnesota except for 2 out of the past 30 years, meaning Republicans could block quite a lot of things at the state level.
Oh, and Minneapolis police union leader, who used union resources to continue giving officers "warrior training" which the mayor tried to end because it encouraged police brutality.
But as long as you ignore all that, then Democrats are solely responsible.
(Which isn't to say that they couldn't have made better use of their two years of trifecta control last decade. Not to mention we know that police have killed people in similar circumstances in states all across the country, blue, red and purple.)
