I went and found the data from the Bureau of Labor Statistics, and as far as I can tell, the fact that it raised to above 63% seems like noise. The rate actually dropped significantly during the Obama administration. That seems significant, and I can imagine the GOP complaining about it.
However, I think the gross movements of this graph represents population trends, like more people retiring. It's been floating around 63% since 2013.
Maybe an increase of 0.3 is something to crow about, but
