Oh gosh, yes. Certainly where "changing its state designation" (weird way to put it) conflicts with state law, such as law defining state boundaries.

Hunter v. Pittsburgh, 207 U.S. 161 (1907) (holding that the state legislature has absolute authority over municipalities to the extent permitted by the state constitution.)
