This map would seem to indicate that Russia, Brazil, and much of Africa are on the high end of the scale for Homicides.

Weird - because the Favelas in Brazil alone are renowned for being absolutely chock full of guns, including heavy weaponry such as light machine guns and RPG's. Police won't go in unless in armored vehicles or in special forced-style helicopter raids, though I hear lately they are trying some new methods that include clearing an area with heavily armed squads and then flooding the area with locally trained police.

Be that as it may, I find it hard to image anyone considering Brazil a country where gun ownership is uncommon.

Perhaps we are talking about *registered* guns only?
