I was talking to some redditor a about this on r/nfl.
One of the cooler points complete with scans of the checks was that he paid a member of the ministry 80k for work where the guy provided 80k in handwritten charges for a grant to build a shelter, allegedly he chooses to donate 80k back to the ministry.
He evidently claimed at first that he overcharged land refunded but then changed his story.
