I'm not familiar enough with Bush's words to know how strongly he asserts that what he is doing is God's plan. Generally Christians don't claim absolute certainty about what God's plan is - except when they are referring to something the Bible states is God's plan; in other words their position is "
I believe this is God's plan" which implies "if you are against this, you are against
what I believe is God's plan", rather than "if you're against this, you're against God's plan, period".
