Hillary's emails weren't even unsecured. But the reason she had the server was because it made it so she could do work and personal email on the same phone - so, for convenience. The same reason Trump wants to use an unsecured* phone.
For the Twitter stuff - it being his "personal" Twitter account would have relevance if he only used it for personal tweeting. That's kind of hard to say what would count as that for the president, but it's obvious his use of the account doesn't qualify. He barely uses the official @POTUS account at all, it's mostly used by his aides to announce events and mostly redundant to the @realDonaldTrump account. Whereas his "personal" account is mostly tweets relevant to official WH business, including announcing major firings, hirings and policy changes. It is basically the official government account.
TBF if he blocks you, you can view his tweets if you're not signed into your account, it's just more inconvenient. The more relevant aspect is that it affects your ability to reply to him and have that reply easily visible to other users.
*Well, a phone with no additional security measures anyway beyond what it comes with
