Like American healthcare, there is an American gun control system, it just kind of sucks.
I have no idea how, but it's inefficient enough that despite the waiting period, wanted criminals have occasionally been sold weapons legally. The right information can't always be retrieved in time, so someone wanted in three states may look "clean" until its too late.
