The goal is to allow different plans to be available to consumers so that they can make choices as to what coverage they want.
For example, ACA requires a women that has had a hysterectomy to purchase coverage for child birth.
ACA was a big gift to big insurance requiring people to pay for stuff they don't need and will never use. Its like forcing people with a car worth $1,000 to pay for full coverage at $2,000 per year.
ACA increased cost, reduced access, and was a transfer of wealth from the working class to the elite class.
