From the wording, it does not forbid same-sex-couple adoptions outright, but leaves it up to the states. The result is likely to be a patchwork of state laws on this subject, with some states accepting SSC adoptions and some rejecting such adoptions.
That may not be satisfactory for the opponents of such adoptions, however.
