LadyShea was mocking those who don't understand the question because they don't know what "secede" means. "I don't know because I don't understand the question" is not the same thing as "I'm not sure because I need to study the arguments to form an opinion". If "not sure" covers both, then it hides a difference that LadyShea seemed unaware of.
