I think this is a stupid grade-school re-interpretation of ballroom etiquette. Clearly, you can't bother to find any other way to encourage 6th graders to be more open to others, so you must force girls to dance with any boy who asks.
(I wonder if a boy must dance with anyone who asks, as well.)
