Yes, that is significant. Because this seems to say it is not occupied because it is Syrian, not Lebanese. Fact remains it's occupied. The UN just claims it is Syrian territory, not Lebanese, and belonging to the occupied Golan Heights which Israel claims as their territory. A claim that is not recognized by anyone else. So either way, nobody is disputing that it's occupied territory, they are disputing Lebanon's and therefore Hezbollah's claim to defend it.
