Exactly. One doesn't punish the victim of a mugging, even if they were stupid enough to wear their most expensive jewelry in the worst part of town. No one is responsible for the actions of her harassers save the harassers themselves. Even aside from the tragic double-standard that is so often part of the problem, even pretending that the victim in whatever situation did go out of their way to incite, it still wouldn't matter. Incitement is no excuse.
