Yes, but also: Hospitals. Doctors. Pharma industry. Doctors and hospitals would need to get lower reimbursement rates, and we'd need to negotiate lower prices with drug companies if we really wanted to get healthcare spending under control. Unfortunately, doctors, in particular, are quite sympathetic to the public. Giving them a paycut won't be a big applause line.

Also problems: Rich people who don't want to pay higher taxes. And less rich people who are concerned about "those people" mooching off the rest of us, and thus vote Republican even tho it hurts their own economic interests.
