Homelessness is an ongoing serious problem in Portland. Portland in the 1970's and early 80's figured out that Seattle was playing a game that has been played across the US: Seattle police would offer homeless people a choice of being arrested for vagrancy or other charges, or a free bus ride to Portland, at least until Portland figured it out and raised a stink about it;

Seattle actually has an unbelievably corrupt police department. Everyone's seen the recent issues that the city has had, the Justice Dept investigation and oversight, etc. This has been going on for years.
This is really strange, considering it's the Pacific Northwest, the liberal reputation of the city, social activism, etc. But it's not just my impression. I had a law school faculty member tell me that the Seattle PD is so thoroughly corrupt that he'd place it only a hair's breadth above the New Orleans PD in ethical standards.
