No, liv knowing what IP you post from does not mean that she can "follow [you] around the internet".
Also, I'm not 100% sure what feature of Chrome you're talking about, but I'm assuming you mean incognito mode, and I do not think it does what you think it does. If that is what you're talking about, the only things it does are preventing the browser from storing your history locally and erasing all your cookies when you close the window. In other words, if you want to surf porn without your wife/kids/housemate/psychiatric nurse finding out, it's a pretty good feature to have. If you think it's going to somehow keep your top secret IP address from being "tampered with" by nefarious website admins, then it doesn't do jack. If that's what you need, I recommend only buying IP addresses that come in tamper-proof packaging. Make sure to pull the wad of cotton out of the bottle first.

To answer your question, it depends. All that happens in that case is that you first make a connection to the proxy site, which then makes a connection to your destination site, so that site's administrators see the IP of the proxy, not your IP. The administrators of the proxy site still have access to your actual IP, so if you don't trust the proxy you're using, you're really in the same boat.
Honestly, unless you have some specific unusual circumstances, your IP being known to the sites you visit really isn't that big a deal.

You should do what I do:
1. Form a corporation
2. Get an off-shore bank account in that corporation's name
3. Use that account to form a dummy corporation in another country
4. Have the dummy corporation hire an attorney and buy a computer
5. Have that attorney accept missives in your handwriting via regular mail regarding what you want to post on the internet
6. Have that attorney make a single-use hotmail account
7. Have the attorney send you a letter in the mail regarding what happened and wait for your next instructions; meanwhile the attorney NEVER USES THAT HOTMAIL ACCOUNT AGAIN, and burns the hard-drive and recycles the computer
8. once a month change attorneys and dump the dummy corporation
PERFECTLY SAFE IP FREELY

Iacchus, you have way more to worry about with your eBook or blog or whatever you call it, it is full of details and anecdotes that you didn't conceal very well.
Your IP address resolves to your internet service provider, not you personally. They may even use dynamic IPs...I know with mine I have to pay extra for a static IP.

I go to my local purveyor of powerful anti-psychotics and get a shot of Haloperidol, right in my buttocks. Or wherever they tell me to put it. I get enough for a whole month, and return monthly.

Not all of the servers in the farm got hacked.
Just certain ones.
Ours was down due to security updates before it could be hacked.
But I did think about the  because I knew y'all were on the same server farm as I am.

Most of that stuff is pretty old and/or general though, and I doubt if there's much they can do with it. I'm more concerned about the possibility of somebody taking exception to what I say, either here or elsewhere, who deliberately start screwing with me and start tampering with my IP address and the sites I visit or, possibly hacking into my computer.

I may in fact have a dynamic IP, I don't know? It's been so long since I've thought about it. I am running my connection through a router though, and I've been told it will disguise my computer so it can't be detected using my IP or, something like that. So, maybe I really don't have much to worry about? It still doesn't explain why I continue to get all this malware and crap though, although I guess most of that is done through cookies.
