Suddenly it feels better [not so bad] to have outdoor pets who continually have the risk of being run over, but are at least familiar with the great outdoors and with finding their way back again - and wanting to.

Yeah, as soon as we get V a new necklace (he lost his the very first time he was out, so what was the point of that?) we are going to go indoor/outdoor with him.
The issue with the deck, and the reason he is allowed out there on his own, is that he can't get down from it. It is super high off the ground and way too far away from anything to jump for, and he just hasn't worked out an escape yet.
So he was stuck all night on a 10' x 10' slab of wet, cold wood, with no cover, no soft soil or plant life to snuggle his cold paws into, and no place to make his business. Not to mention nothing to do for entertainment.
Poow kitty! I still feel bad, but a little better cuz he slept between my feets last night.

Yeah, Battle Cat won't wear a collar either. You can get one on her, but she'll just pop it off in about five seconds. There's no point in even trying with her.
Does he have a microchip?

We're going to try again with a less chincy collar. He didn't pull it off himself, he lost it in a mad scramble under our neighbor's fence fleeing from their dogs. I laughed and laughed! We're also going to ask the vet about the chip, but I trust our neighbors to return him to the address on his tag more than I trust the animal shelter to actually check for the chip. I also miss having the bell announce his location whenever he moved. It was like living with Santa's reindeer.

Yeah, animal shelters really kind of suck sometimes. A lot of them have really hostile owner policies, and don't even bother trying to return lost animals.
But if he's going to be outdoors, it's probably a good idea to have a chip just as backup if nothing else. People who find a lost animal without a collar will often just bring them into a vets' office to get them scanned, so it's not just the shelter that uses them.
They usually cost about $20, I think, and some of our local shelters will chip cats for free, even, so it's just a little extra security. Also, it's like "fwoop." Takes maybe five seconds to put in, and it doesn't even seem to bother them much.
