Un-swagging, the halo could be Gibbs artifact. It happens in DSP filters at sudden changes in contrast. It is basically overshoot, like the output of a second or higher order dynamic system. The artifact is that it outputs a false thin band of dark or light around the edges of the high contrast that does not actually exist.

On a separate note, I wonder what the effects of picking apart the document for OCR would be. Maybe the process that makes a document searchable might also make some odd artifacts?

In any case, as Pyrrho said, PDF is not simply a bit map, and whoever made the PDF was probably some apparatchik who copied the form the same way they would copy any other form.

Guessing by the appearance of the PDF, I'm thinking the original BW scan could have been placed on top of an image of the green security paper in Illustrator, transparency effect set for "multiply" or something similar, and then printed--not saved directly--as a PDF. I'm sure that could fuel outrage among the birthers--the PDF is not in fact the "original" and has in fact been through a digital process. On a Mac, no less!



There probably is no original paper copy in existence. It's probably all on microfiche, which, hopefully, was scanned to digital form long ago.
