No, this is just for the primaries, when the two major parties decide which candidates they'll endorse for office. So Republicans get one ballot, on which they choose which Republican candidates they want; and Democrats get a whole nother one, listing only the Democratic candidates. It's just a winnowing down process.
You do have to be a member of one of those parties in order to vote on candidates for the primaries (independents can vote on whether ballot issues will be included in November, but not for candidates), but in Colorado, independents can register with a party right at the polls.
Which seems like that's really the way to go. That way, you can wait until the very last minute to see which race you are more likely to be able to affect.
Which reminds me that I need to undeclare myself again, post-haste.
