It's a suburb of Portland or a "bedroom community" they have a farmer's market.
The down town is not much. There's lots of implants from other states there.

I spent a few hours there recently during jury duty breaks - it's a small downtown, but friendly enough - very "Mayberry" architecturally. It seems to have a few good walking around for the sake of strolling neighborhoods close in. Lots of one-way streets downtown, though, so be careful of relying on gloogle maps. for directions.

Hillsboro is a perfectly acceptable Portland suburb. It used to have a respectably sized Hispanic community, when it was more rural. It is the county seat of Washington County and thus the site of the county fair, so it still has some of its agricultural base in place, but they just went through a process of 'allowing backyard chickens', so I view it as a suburb in the process of getting over itself.
There is a good sized small craft airport which serves as the site of the annual air show...don't buy a house anywhere near the flight path.
It is the west end of the line for the metropolitan mass transit system's MAX light rail line....a dubious honor. It is a major site for the location of silicon wafer fabrication plants (INTEL), which has brought an influx of outsiders to Oregon...including a south Asian population which has encouraged the spread of Indian food buffets.
If I were you, I wouldn't think about living in Portland, which is a wildly perverted real estate market thanks to way too much dabbling in 'urban renewal', complete with profligate subsidization of developer loans underwritten by municipal bonds. If you buy real estate, buy yourself a nice unit in Aloha, Hillsboro, or, my recommendation, Forest Grove, the town to the west. You'll be closer to the beach, then....if that matters. My recommendation...look at the property tax burden and what the revenues are being expended upon.
I'll go over an poke Kevlar in the ribs and get him to come back here and give you his take on it...He moved here from North Carolina a couple of years back and he decided to live in Tigard (a suburb to the south of Beaverton). He might have something cogent to offer up, having recently ingrated.

Hillsboro is also closer to the developing vineyards of south Washington County and north Yamhill County, if that is of any import.
Everybody tells me that Hillsboro has the best Mexican food in the metro area, but I've never had the chance to test the claim, as I'm happy with what I can get in my part of the megalopolis.
Oh...The Tualatin Valley, in which Hillsboro and the western 'burbs of Portland are located? That's pronounced "t'-WALL-uh-tin".

I remember it when it was all Mexicans and biker gangs, I liked it better then. Being close to Yamhill county isn't a plus in my book, but they do have vineyards there.
You should live in the town you work in, it makes commuting much, much easier. I have friends who worked at Intel and lived in Portland, hello 20 mph on the freeway.

It depends on where in Hillsboro you live. I live in Hillsboro, but in name only. I live near 185th on the west side of Hillsboro where it is essentially a continuation of Beaverton's unending suburban hell. The city of Hillsboro proper is not so bad as folks have said. It is somewhat walking friendly and has the farmer's market and such. I have a friend who lives in the city and she seems to like it.

Just work god awful hours like me. Actually I like the 5am-2pm shift as I avoid traffic on US26 BOTH ways.
If I had a normal 8-5 shift and had drive 26, I'm sure I would have turned into a roadside sniper by now. The two main freeways into Portland from the west-side (US26 and I5) are pretty much parking lots from at least 7am-9am on weekdays.
I'll agree with Godfrey about housing prices around here, they have fallen some do to the crash of the market, but not a great deal. At least it was a couple years ago when I was actively looking. I could find very little in my price range on the Oregon side of the border. I had to go north in order to find housing I could afford. Things may have leveled out some but I wouldn't count on it.

I'm not sure what your situation is, but the cool thing to do would be live in downtown Portland and take the MAX to Hillsboro for work, and use a bike to cover what the MAX doesn't. You'd be going in the opposite direction of the traffic both ways. Plus, the Rose Quarter is the place for the young-and-happening crowd.

If by downtown you're talking about the "Pearl Neighborhood", it is upscale condos and such, downtown is business and the mass transit hub. MAX can be sardine packed during the rush hours also, so commute time no fun. The most affordable housing in Portland is outer Southeast and parts of North Portland. Taxes and services go down outside of Multnomah County which encompasses Portland proper.
I think your best bet is rent close to work the first year and on your weekends go look around and find out what areas you like; then calculate the commute and the number of years you think you'll be at your job.
Also keep in mind a lot of people move to Portland from other East and West coast cities where the pay is higher and get disappointed to find the pay scale diminished. I agree with previous posters, the traffic combined with the road system is pretty sucky. The upside is lots of second-run drink-a-beer-and-have-a-slice theaters, some decent parks, if you're into slacker casual Portland will embrace you, some localized oddities, interesting yard art, and Star Trek in the Park live theater this weekend: Space Seed!

Rose Quarter, Pearl District both bother me as terms, they are PR campaign names.
The Memorial Coliseum was built in the 1960s and displaced a vibrant black community and a dairy, then it became the "Rose Quarter" it's really inner North Portland.
The Pearl District was always known as Old Town, which was also the center of the black community up until WWII, then it was an industrial neighborhood, full of warehouses and business. Now it's full of retired baby boomers and shopping.
Hillsboro was a farming town, until very recently.
Although it looks like, thanks to the railroad connection, it's always been a bit of a bedroom community of Portland, at least since the 1870s.

Any location on or near the Willamette River has a brazillion times higher likelihood to be toxic. Aside from the turds floating by from the municipal sewerage outfalls, many, if not most, of the riverside properties have been utilized for environmentally dubious activities long before 'environmental protection' was even conceptualized. Some riverfront locales are SuperFund sites.
Nowadays, before they build LEED skyscrapers in the South Waterfront, they have to lay down a 'membrane' to isolate the building footprint from the toxic soil that costs too much to extract and dump on somebody else, somewhere else.
Oh, and since the local ground water moves toward the riverbed, much of it has to pass through, or under, the toxins permeating the riverfront soils and substrata (usually gravel).
By contrast, the Hillsboro area is probably just contaminated by years of accumulated pesticides and herbicides.
