Okay, so I was walking around town for a bit with these 2 Syrian guys (who are refugees but have been given official residence status by now), it's this huge annual party that draws way more people than live here. Anyway they were surprised by the cops on horseback, like 'maybe it's some kind of folklore'? Apparently Syrian police don't do that. They only do it here at demostrations or large events and as far as I know mainly because they have more of an overview. But I never even realized it might be a European/Western thing. I was in a demonstration in Israel and they certainly do use them.
I think basic police academy training is usually in the months to weeks range, but each municipality sets its own guidelines.
I realize it's difficult sometimes for your type of people to understand freedom, but in a nutshell, each state has its own requirements and training guidelines, and we also have overlapping jurisdictions, with different agencies for federal, state, county, and city law enforcement, and I'm pretty sure they will each have different requirements.
I know that at least for my municipality, the training is about nine months or so. At least that's what it was when my older sister attended. In any case, our policing system should be fully reformed with national standards and be more focused on using non-violent tactics as standard procedure and force as an absolute last resort.

I just want to point out that the "few bad apples" or "systemic problem" is a false dichotomy. "A few bad apples" references the folk saying "a few bad apples spoil the barrel". So, if there are a few bad apples then the barrel is spoiled (i.e. the problem is systemic).

Essentially, the problem I think is how the police are trained. I think their training has to be completely overhauled from the ground up. Additionally, I think psychological evaluations and screening should be part of the process in order to weed out those people most likely to abuse police powers. You probably won't get all the bad apples, but hopefully with some revamping the problem can be greatly reduced.

It's not riot police here, just at big events which may lead to riots or just random fights. I think it's more of an overview/dominance thing. But in Israel they used them to break protesters ranks too.
So remember when I posted about how oakland police officers covered up the murder of another officer's wife by making it appear to be a suicide, but that officer couldn't live with himself after being part of a large ring of officers trading sex with an underage prostitute for things like not arresting her for prostitution and committed suicide, exposing the ring in his suicide letter.
Yeah, so far no one's been charged for sex with a minor (while on the job no less), soliciting prostitution, etc. And why might you think that is? Oh just because one of the departments under investigation secretly shipped her out to a rehab center in Florida where she was arrested and they can't charge anyone without the witness. Yes you read that right, police were called when a man was threatening suicide with a gun (which turned out to be unloaded) but never pointed it at the officer. The officer tried to talk the man down when two other officers arrived and promptly shot him to death. The first officer was later fired for not protecting the other two officers and opening fire sooner.
Seattle PD tells victims of thefts to meet with thieves, because apparently they are too incompetent to recover stolen goods. Charming.

First off, of course the cop freaked when the guy asked his friend to come over, and what he did should get him fired.
Though, the using a shovel prying the garage door to "check on the dog" and not having a key to his mom's house .. something was queer.
The cop was chicken shit, he got scared when the guy asked his friend to come over. One can not be a chicken shit and be an effective community peace officer.

Isn't that just statistically more likely, given that there are more whites than blacks in the US?
That's where it gets more complicated. Based on raw numbers yeah, it's still a bit high given white people make up 62% of the US. However we also need to take into account total interactions. Through design black people have way more negative interactions with the police than white people do and thus get a much higher chance of killing them than just their pure numbers, and yet don't.
Besides of course that many racist, pro-cop groups would have you believe that it's mostly black and mexican thugs and gangs and lowlifes that kill cops.
But another is that 62% figure is an overstatement. Children aren't going to be shooting up the police, and adult generations are whiter. The old and infirm are also less likely though, and they're more white. Not sure what proportional would be, but it probably would be higher than 62%. But also probably lower than 71%.
And like Ari says, they interact with the police less than black and Hispanic men.
And of course, it's not necessary for it to be disproportionate anyway... Even if it's exactly proportional, it still disproves a racist narrative.
