I haven't read it all, but basically, communities all over the world have successfully managed common resources for centuries.

The features of successful systems, Ostrom and her colleagues found, include clear boundaries (the ‘community’ doing the managing must be well-defined); reliable monitoring of the shared resource; a reasonable balance of costs and benefits for participants; a predictable process for the fast and fair resolution of conflicts; an escalating series of punishments for cheaters; and good relationships between the community and other layers of authority, from household heads to international institutions.

So, a decent amount of community engagement and regulation avoids the tragedy.

What's weird is that I can think of worse jobs at the airport. The few times I've been in an airline lounge, the working conditions looked better than the fast food stations. The pay must be just as shitty, or they work you harder.

They send it to salaried and management employees so it's not wage theft of the type prohibited by FLSA. It's a different, less blatantly illegal form of wage theft.

I spent a lot of time in Delta lounges when I had to travel more for work. They are usually pretty nice and quiet, but people are gross slobs and there is also a non-trivial population of assholes who are also drunk (because drinking is the point of the lounges). I imagine when you're salaried you'd probably think twice about telling some gormless handsy shitheel to fuck off in a way that a true "volunteer" might not.
