Tech just left. He was able to trace the bad connection to the day before I noticed it but said the outside line was fine. (I had thought a fallen tree limb might have damaged it) Seems like the trouble was an old battery backup that had come with a previous modem. When that modem went bad last year, we kept the backup in service... but apparently they had been causing problems which is why a new one didn't come with the replacement modem. Now the modem is plugged directly into the wall (which isn't great) because he said power strips cause problems... at least everything is working now and his diagnostic shows the service to be back to good levels.
