Default How to stop some users posting in The Library

Spammers seem to like posting in The Library and I don't think they should. VBulletin allows us to stop some groups of users from posting to some sub-forums.

Justification: it seems like a good idea to me.

Risks: might render the whole of :ff: borked beyond belief.
Risk mitigation: declined.

Step 1 - Create a usergroup that will be allowed to post in The Library and sub-forums.

Step 2 - Edit the forum permissions so that usergroup "Registered users" (which is everybody) can't post in The Library (unless they are in other groups that do allow it).

Step 3 - Create a "Promotion" that automatically adds people to the library-posting group when they have at least 10 posts and have been around for at least 30 days.

Step 4 - Wait for unforeseen negative consequences to emerge.
