I've gotten the liv a few times and I had a liv and one Stormlight once. I got to see what the tiles were by 'view page source' where the URLs of all the images are helpfully laid out near the top.
2. Top left is always the highest value tile, then lower value tiles in descending value order along the top row left to right.
3. When I combine tiles on the top row (using the left key), so that there's now a space at the right of the top row, then I only use up and left (and right as a risky last resort) until the top row is once again filled - otherwise there is a chance of the top left corner becoming occupied by a low value tile - and then the system falls apart.
4. When I can't see anything obvious to combine on the top two rows then I just alternate left-right till something occurs on the bottom partly empty rows that makes further building possible.

I mean, every once in a while I bump them right by one and they all line up, and I can clean up the board really good that way, but it's not getting me that far.
Really, what I do is (being consistent with cep's directions)...
If the top row is not filled, keep hitting up until I have some new tiles up there. I might hit left when I could go up if I want to ensure that the higher numbers are to the left on the top row. For example, if I have 256|2| |2, I would prefer not to have 256|2| |4, so I might move left to get 256|4|_|_ before moving more blocks up.
If I can't go up, then hit left.
If neither works, hit right and then immediately left again to prevent the top left corner from being filled in.
As you would expect, it's possible to just get unlucky and get screwed in one of those situations. So, it pays to be mindful of when you might be forced to move right when the top row is not filled. Sometimes you might want to go left even when going up is a legal move, just because you'll still be able to go up on your next move (giving you another opportunity to fill in the top right corner)
Once the top row is filled, reverse direction and go right instead of left. Now you want to put everything in the top right corner! This is because if you have a sequence of 1024|256|128|64, you want to aim to combine with that 64, since then it can combine with the 128 and 256, and so on.
Follow the same procedure as before, just using the 2nd from top row instead of the top row, and going to the right instead.
If you have a situation like:
256|64|16|8
__2|_2|_8|8
I'd prefer to combine the lower two 8s into a 16, then combine it with the 16 in the top row. Instead of combining upwards to get 256|64|16|16 and then 256|64|32|_. Net result is that you get a 32 both ways, but in the first way, you've already got the top corner filled in with an 8, which is exactly where you want it.
There are a number of other heuristics like that, but you've gotta just play more to get them, I guess?
