I think that guy is an idiot.

I'm not watching 16 minutes when the first minute was full of idiotic statements.

And based on that, whatever argument he makes for the idea that somehow welfare and food stamps or whatever are the "real things" holding black people back is likely to be idiotic as well.

As far as that argument when I've seen it presented elsewhere, by people who may be less obviously idiotic than that guy, it's generally an argument based on "common sense" that people will choose free money over work, ignoring the fact that welfare does not provide a comfortable lifestyle and backed up by the racist assumption that black people are lazy. This is generally presented without evidence or through the use of misleading statistics that ignore confounding factors and the structure of welfare programs.

OTOH, Ben Carson says a Muslim couldn't be president, because Muslims, so that supports the OP assertion, but oh, only anecdotally, not to mention Carson is not only black, he's a black Republican. This is not to suggest that Republicans tend to be more racist... well, yes it is.
