They could probably get people on the internet to design them some more professional looking flags for free. I'm sure some people on DeviantArt or something would be willing to do so.
I went with the purple one, because no one in their right mind makes a flag that color.

I don't hate it. I have a shirt that exact shade that I wore on Friday. But I've never seen a flag that color and it seems wrong to me.

The Spanish Republican flag had purple in it, ironically (given purple's royal connotations):
It seems it is uncommon as a color in flags for various reasons (purple dye being expensive for a long time is a big part of it), but I think it can work.
I mean, that particular flag looks like ass, it looks like it was drawn by a 9-year-old in MS Paint. It's down there with the three trees and a river flag and the disembodied arm holding a log flag.
I would say that if DC becomes a state, maybe they could put purple in the flag. But then I remembered DC already has a great flag (better than the large majority of state flags):
