This is a very confusing sentence. Is he saying that desegregation was a bad idea fought against poorly? Because most people see the fight against desegregation as a ridiculous stand of a bunch of racist asshats.

I think he means that on, say, climate denial, Republicans (and to a lesser extent American politicians in general) will be seen in the same way that segregationists are seen today. Idiots shortsightedly fighting for a doomed cause.
Although the issues around climate change are not as obviously about morality rather than facing unpleasant facts. So the analogy doesn't quite fit, because at least the status quo with oil isn't directly about oppressing any particular group (indirectly, it has led to oppression of people outside the US).
But I get his point: they'll be seen as delusionally marching us off a cliff. And their rejection of green energy will be seen as the US simply ceding the next energy revolution to foreign competitors.
One could make an analogy there to companies like Blockbuster.
