The part where the student makes so little money that they don't have to pay back according to their agreement.
A person with $80,000 in student debt with a payment of $47.50/mth due to their earning only $16,000/yr will take 140 years to pay the principle.

Was there a part I missed that claimed A) that such students would never earn more; B) that they would never be required to pay more; or C) that they even could pay more at such a wage level, regardless of what the regulations were?

Yes, and yes. It's called income based and a deferment. Something you should know if you paid attention when you got your loan in the first place. It's been part of the Stafford and Hope loan programs since the 1990s.
