Default Defund the Police

I know we have a fuck the police thread, and a black lives matter thread. I think defunding police although related deserved it's own thread.

I don't think I need to explain Defunding Police to any of yall, rather I was thinking this could be a thread where we share news and articles about what will hopefully be a medium and long term movement to defund the police.

Puck shared on facebook that St Petersburg FL is going to hire 25 new mental health care workers instead of 25 new cops.

Police in St. Petersburg to step back from nonviolent emergency calls

Quote:
The program will be funded through by a $3.1 million federal grant, plus a $3.8 million city match, that were going to be used to hire more officers. will instead be used to contract with a social services company. Dubbed the Community Assistance Liaison program, the social workers will be dispatched to handle those nonviolent emergency calls rather than uniformed officers

Many Democratic leaders do not support defunding police and the recently passed bill came under fire from House conservatives for not curbing the power of police unions that shield officers from being fired.

House Speaker Nancy Pelosi (D-Calif.) recently said it was a “local decision” to reallocate police funds, and President Trump has decried the idea as ludicrous as it picks up steam in cities from Minneapolis to New York.
House 'Squad' members unveil bill to defund police

It is the case that police funding is largely local, but like the St Pete article illustrates, the fed could help with more matching funds for nonpolice services.

Dump is running an ad here about defunding. It's a ridiculous exaggeration. It has a police answering machine saying to leave a message it will take 5 days to respond to rape, murder or robbery. The sad thing is that there are people who are going to fall for that dumb shit.

Any "99% Invisible" listeners?

Freedom House Ambulance Service - 99% Invisible

Quote:
Moon says Freedom House faced a number of challenges, including the police. The city had contracted with Freedom House to handle calls in Pittsburgh’s mostly Black neighborhoods and the downtown area, but the Pittsburgh police dispatchers often refused to send them. The police felt like Freedom House had taken their jobs away, but Freedom House believed that the police — with their poor training — were a threat to the patient. Moon says that Freedom House would have a police scanner on to monitor the calls and would try to get to emergency situations before the police did to make sure care was given properly. Sometimes the police would relent, but other times they would threaten the paramedics with arrest unless they backed off.

It's bizarre how they always include rape in that argument. Almost like they're trolling.

A majority of Seattle City Council members now say they agree with a high-level proposal by advocates to defund the Police Department by 50% and reallocate the dollars to other community needs.

Council members Lisa Herbold, Dan Strauss and Andrew Lewis added support Thursday to a road map set out by Decriminalize Seattle and King County Equity Now.

They joined colleagues Tammy Morales, Kshama Sawant, Teresa Mosqueda and M. Lorena González, who previously backed the push to reduce the Police Department’s annual budget by 50% and promised quick action, while Mayor Jenny Durkan has asked the council to slow down.

My sister wrote a letter to the local government (I'm not sure to whom specifically) to support this resolution in Lansing, Michigan:

Quote:
DRAFT RESOLUTION
BY COUNCIL MEMBER BETZ
RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANSING

WHEREAS the people of Lansing joined the world in witnessing the horror of the murder of George Floyd at the hands of the Minneapolis Police Department;

WHEREAS police departments across the country have their own history of racist violence and discrimination;

WHEREAS people of all races, led by Black youth, have risen up in recent weeks here in Lansing and around the country to demand an end to police violence against Black people, and a fundamental shift in how we think about policing and community safety;

WHEREAS increased policing does not solve the challenges of violence or crime in our communities, but only introduces a more violent force into the equation;

WHEREAS investments in education, healthcare, mental health programs, and community-led social programs are proven to increase community safety in a more cost-effective manner than policing;

WHEREAS Black communities in Lansing suffer unequal educational opportunities and access to healthcare due to generational disinvestment by the city, state and federal government;

WHEREAS the Police Department receives one third of the total city revenue, making it the city’s largest annual expenditure;

WHEREAS the Police budget has grown 11% over the past 3 years, at nearly double the rate of the Public Services budget and while the Human Services budget has decreased, reflective of a deadly skewing of our priorities;

WHEREAS all Lansing residents, Black, white, and brown, deserve a greater say in the allocation of public resources;

WHEREAS Ingham County and the City of Lansing have declared racism a public health crisis;

THEREFORE BE IT RESOLVED THAT the Lansing City Council commits to taking the following steps to invest in public services that benefit all residents and reduce racial inequities while reducing the police budget:

INVEST IN THE PEOPLE OF LANSING

Create an ad-hoc committee on Public Safety Transformation (“the committee”) which will focus on two goals. First, the committee will administer a community budgeting process (“the process”) to determine the exact allocation of funds made available through a police budget reduction of 50% over a five-year period. Second, the committee will issue recommendations on how to administer public safety with the reduced funding levels. A “New Priorities Report” will be released to the public with recommendations on investment targets and public safety administration.

2. THE AD-HOC COMMITTEE ON PUBLIC SAFETY TRANSFORMATION

A commitment to systemic transformation, compassion, liberation for marginalized people and racial equity should be at the center of the team’s work.

The committee will be tasked with the responsibility of finding ways to reduce the police budget and reinvest those funds into other city programs through a process that centers community input and those adversely affected by over-policing.

3. THE COMMUNITY BUDGETING PROCESS

The process must be open and transparent; guided by the Ad-Hoc Committee on Public Safety Transformation; conducted in a community-driven manner without undue influence from the Mayor’s office; and ensure broad and deep participation from Black communities and all others negatively impacted by police violence and lack of public investment in our city.
The community budgeting process will operate under the framework of a 50% reduction in the police budget over a 5-year period. The process will be focused on finding ways of reinvesting funds made available through police budget reductions into other city programs.
The process must commit to uprooting the false belief in racial hierarchy and investing in community health services, youth programs, transformative justice, and other programs to repair the decades of harm caused by racism in our community and reduce dependence on police.
The process shall compile its results into a “New Priorities Report” and be shared with the City Council and the public by February 1, 2021.

4. REFORM AND REDUCE THE LANSING POLICE BUDGET

In the remaining police budget, the task force must examine the following policies that include but are not limited to: de-escalation protocols, racial bias training and a zero-tolerance policy for racist acts by Lansing Police officers without any additional funding.
This process should examine best practices on public safety with unarmed response teams and other forms of crisis assistance that focus on transformative justice.

The process shall compile its results into the “Public Safety Transformation Report” listed in Section 3(d) and shared with the public by February 1, 2021.

Faced with a tight budget and rising demands on its 17 officer police department, the City of Alexandria in Campbell County tried something different. Instead of hiring an additional officer and taking on the added expenses of equipping that officer, the police chief at the time hired a social worker to respond in tandem with officers.
Quote:
After four years on the job, Pompilio said there has been a significant drop in repeat 911 calls with approximately 15 percent fewer people going to jail.

Now retired, former Alexandria Police Department chief Mike Ward said the results were immediate both for people in need and taxpayers.

“It was close to a $45,000 to $50,000 annual savings from hiring a police officer the first time to hiring a social worker,” Ward said. “They (police social workers) started solving problems for people in our community and for our agency that we’ve never been able to solve before.”
