I assume by "nada" you mean the third-person present singular conjugation of nadar, which means "to swim", from which I infer you mean swimming lessons.
Which I do think the government should provide. It's good for people to know how to swim, if even just for safety reasons.

When you qualified healthcare as limited, then one cannot assume that birth control is covered by health care. Especially because historically and more recently, birth control was heavily regulated or is made difficult to obtain

I assumed by "nada" he was using the nominative declension of the Croatian or Bosnian feminine noun nada [ cf. Serb. нада] from the Proto-Slavic *nadědja [ cf. Pol. nadzeija; Russ. надeжда, etc.), which is of course orthographically similar to but etymologically distinct from the Old East Slavic predicative nado, meaning "need" or "necessity" [ e.g. Russ. надо]; Old Russ. надобѣ.].
Either of those would also be ok.
