I've got to say that, so far, this game is pretty unsatisfactory. The program's responses to its pre-fabricated issues are downright hyperbolic. I remember voting for a progressive tax system, and the wealthiest members of country ended up paying 100% tax! So when the issue became a police surveillance system to fight crime, which my country's descriptor said was nonexistent, I ended up choosing the surveillance system with the depressing certainty that if I voted with my beliefs, I'd end up with a rampant and uncontrollable crime wave.
I do not doubt that, having voted to allow neo-Nazis their right to free speech, I will awaken tomorrow with a massive racist movement having sprung up from nowhere.
If I had the coding ability, I'd try a far less hyperbolic manner of assessing a country's evolution with linked issues, rather than ones that come up and you never see again.

The issues are actually created by users--you could create and submit one if you want. I was going to once but then I never bothered. I think the idea is to make them slightly ridiculous/hyperbolis.
I usually dismiss any that are going to interfere with how I want to run my nation. Kind of like letting bills die in committee in the real world...

I was scrolling through my telegrams yesterday and someone had sent me some CyberNations spam--I surfed over and and it looks pretty interesting. You can eventually get nuclear veapons and start an atomic conflagration, apparently.

Wow, looks more like what I hoped for from NationStates. I've been reading the "Diplomacy" thread with great interest and wondering if there was persistent game like this on the 'net. This looks like the business. From the rules it seems to effect a nice compromise. You can be a completely peaceful nation if you wish. Good for people like Seebs who don't like direct conflict. Me too, possibly. I always try the most non-military route in Civ.

I tend to go for cultural or space victories myself in civ 4, but I find that not spending enough resources on defense is a recipe for disaster. You're going to get nailed by someone eventually. I bear grudges, someone declares war on me, he'd better knock me out quickly, or I will continue fighting until he is destroyed.
I see my country in Nationstates has ceased to exist. Oh well.

Yeah, I've noticed the same thing when playing against AIs (haven't played against people). The game is nasty that way. Even if you maintain the best relations with everyone, someone (usually one of the more aggressive AIs like Isabella of Spain) will try cut you down to size as soon as you let your defense lapse enough.

The problem is that once I've wiped out whoever it was that antagonised me, I've lost a lot of production on Wonders and Space items by diverting to military production, and it's often easier for me to just keep going with all those soldiers I've paid for and go for a domination victory.
