I've heard 'used to was' before, but I can't remember where. It's maybe some kind of intensifier or just an idiom.

Used to was, you had to go to the library or something and search linguistics journals and search on habitual past aspect and hope someone would mention it, but now you can just type in a unique construction like that and find examples:
