Spammers seem to like posting in The Library and I don't think they should. VBulletin allows us to stop some groups of users from posting to some sub-forums.

Justification: it seems like a good idea to me.

I hope it's not too difficult a code.

RIGHT NOW, there are CARAVANS of spammers heading towards our borders, and they're not sending us their best people. We've got nothing against people who following the right procedures and get properly qualified to post in The Library. These measures are only aimed at the DANGEROUS CRIMINALS who are only here to destroy our freedom of thought.
