In America these days "guy grabs gun and starts shooting at people in a place that's guaranteed to be newsworthy" is not especially unusual. "Cops are incompetent and fail to protect people" isn't surprising either.
I wouldn't rule out more conspiratorial scenarios without more evidence, but it would be pretty dumb to rule out the most banal possibility when it's just a variation of something that happens again, and again, and again...
