I blame "compassionate conservatism", as postulated by our current president during his first presidential campaign. The conservatism that disenfranchises, or attempts to disenfranchise, anyone who doesn't fit neatly into their narrow little world. I think you may be confusing "blame the victim" for "exalt the victim", the latter being "compassionate conservatives" behaving like "bleeding heart liberals" to get access to transfer payments ostensibly made to those in need of help, the "victims".
