....to feed its redneck rightwing base.

On the current front page, they've decided that the US President spying on foreign citizens without getting a FISA warrant might be serious enough breach to qualify for a Congressional investigation. No, they're not talking about George Bush. They're talking about Bill Clinton and the recently-voiced claims that the US spied on Princess Diana:

But if the reports out now are accurate, the Diana case could raise questions for veterans of the Clinton administration similar to those facing the Bush administration today.

If the Clinton administration did engage in surveillance of Diana/Forstmann, it is not clear if it was done with or without a warrant. “To get a FISA warrant, they would have had to believe that either Forstmann or Diana was an agent of a foreign power,” says one former Justice Department official. That, the official adds, would be an unlikely scenario. “To get a criminal warrant, they would have had to had a proceeding going on in which they got a judge to give them a warrant” — another unlikely scenario. “Or perhaps,” the official concludes, “the NSA did it.”
It's interesting to see FOX News (via NRO) has finally decided that warrantless surveillance is important - wonder when they'll come to that conclusion with regards to the Coward from Crawford.

IIRC, FISA only applies to communications between US persons or communications that terminate in the US. Last time I checked, Diana and friends were English.
