You'd think Australia would, wouldn't you, considering our origins (European origins, not Aboriginal [I acknowledge the traditional owners of this land]ones). Criminals and jailers one and all, but no, apparently you have to be "of good character" to enter the country now. I think someone done been gettin' ideers above it's station!
