Anyhoo. The real problem seems to be a general corporate colonialism that drives a (preexisting, perhaps) system of semi-official banditry in Kenya. Whatever the villagers had that was of value, these thugs could presumably just come and take it in this fashion. The problem isn't biofuels per se, as far as American fuel policy goes; the problem is creating a market with willful disregard for how it's going to be serviced.
