I don't know how common the arrangement was, but my uncle rented a third floor flat in Greece that took up the entire floor. The people on the first two floors owned their flats but the landlord owned the property and the building. He was in the process of adding a fourth floor. I did notice that there were quite a few occupied multi-level buildings that had construction in progress on the top floor.

They do that all the time in Arab countries and in Turkey too. I have been in hotels where they were building a new floor as well.

When we went to Greece years ago, we were told that buildings that are in the process of being renovated/enlarged have certain tax exemption, which explains the never-ending fixer-uppers there.

Our "new" 11-year-old house has hideous green carpet in every fucking room. There's a piece in the stairs that is all torn up by the kitty, and a huge brown stain near the kitchen arch. There is a giant black-on-white paint splatter on the garage wall that looks like a dalmatian's markings.

My "new" apartment has a fucking awful plastic mat in poison green in the kitchen. With asbestos underneath. We chose not to tear it up, just put a nicer plastic mat on top.
